8.9.4. Recapitalization and Operational Safety (ROS) Project Corridors The ROS corridors, as shown in Figure 8.16 , represent the top priority locations for near- term recapitalization and operational safety improvements within the roadway network. These corridors were identified through a data-driven screening process that evaluated three primary factors: pavement condition, congestion, and safety. Candidate corridors were first screened based on poor Pavement Condition Index (PCI) ratings to identify locations with significant recapitalization needs. These corridors were then evaluated for high levels of congestion and overlap with the City’s High Injury Network. Corridors that exhibited needs across all three factors were prioritized. The corridors shown on this map represent the top 20 locations where pavement condition, operational performance, and safety concerns intersect.
