8.9.5. Long-Term Project List (2038 & Beyond) The long-term project list, as shown in Figure 8.17 , includes roadway improvements that were evaluated using the same prioritization criteria applied across the program but with a different level of supporting detail. Unlike the projects in the 2026, 2030, and 2034 investment cycles, these corridors do not have PE Reports or detailed Opinions of Probable Cost. As a result, factors such as risk, environmental constraints, and potential structure needs were assessed at a higher level using planning-level assumptions and rough-order-of-magnitude cost estimates. Because the level of design and cost certainty differs from the fiscally constrained project lists, these long-term projects were compared only to one another rather than to the bond-cycle candidates. This approach allows them to be ranked appropriately within their own group while still reflecting how well they perform across the core prioritization criteria. Many of these improvements emerged from the gap analysis, which identified strategic locations where new or extended corridors would enhance connectivity and reduce pressure on surrounding facilities. Others represent future phases of major corridors or potential new alignments that support ultimate network build-out.
