Railroad Fort Worth’s Railroad Program addresses safety, mobility, and quality of life at railroad crossings throughout the city. The program encompasses three types of projects: grade-separated crossings, which reduce at- grade conflicts between vehicles and trains by constructing overpasses or underpasses; Quiet Zones, which reduce train horn noise in residential and commercial areas by upgrading crossing safety devices to meet Federal Railroad Administration (FRA) standards; and critical crossings, which prioritize at-grade crossings with the highest combined risk based on train volume, vehicle traffic, population exposure, emergency response implications, and crash history. Grade-separated railroad crossings are addressed in Chapter 1 as components of the Master Roadway Network. The following subsections address the Quiet Zone program and the Critical Crossings priority list. Quiet Zones The City’s Quiet Zone program was established under authority granted by the FRA Train Horn Rule, which took effect in June 2005. The rule allows municipalities to designate Quiet Zones at eligible railroad crossings where supplemental safety measures are in place, eliminating the requirement for trains to sound their horns. Quiet Zone treatments range from raised medians and channelization to wayside horn systems and quad-gate configurations, depending on the geometry and risk profile of each crossing. As of 2026, the City has established or is actively completing Quiet Zones at 54 crossings across all 11 Council Districts, served by BNSF Railway, Union Pacific Railroad (UPRR), Fort Worth and Western Railroad (FWWR), and the Trinity Railway Express (TRE). An additional 14 crossings are in the programmed or planned pipeline. The Comprehensive Quiet Zone Map shown in Figure 8.18 identifies existing and planned quiet zones throughout Fort Worth and illustrates their relationship to the broader roadway and rail network. Table 8.12 identifies the 19 active and forward-looking projects organized by program status.

The Ci ty's Rai l road Program was created to improve rai l road crossing safety and to create Quiet Zones to minimi ze train noise. The program improves rai l road crossings ci tywide by upgrading crossing equipment, developing quiet zones, and raising publ ic awareness about crossing safety. The Federal Rai l road Administration (FRA) Train Horn Ru le, which became effective June 2005, granted the Ci ty the authority to create quiet zones at rai l road crossings.
