Critical RR Crossings In addition to the Quiet Zone program, the City has identified a set of critical at-grade crossings that warrant priority attention due to their combined risk profile. Critical crossings are defined as locations with significant daily train and vehicle volumes that create elevated risk for motorists, pedestrians, and emergency responders. To qualify for consideration, a crossing must meet both of the following minimum thresholds: an average of at least 10 trains traversing the crossing daily based on Federal Railroad Administration (FRA) data, and at least 10,000 average annual daily trips (AADT) based on TxDOT traffic counts. Trinity Railway Express crossings were removed from consideration given the short crossing times associated with commuter rail operations. Crossings meeting the minimum thresholds were then ranked using a weighted multi-criteria methodology. Rankings were based on seven factors:
