8.9.7. Mobility, Neighborhood Streets, and Vision Zero The City’s transportation program includes investments across three additional categories beyond major roadways and railroad: Mobility, Neighborhood Streets, and Vision Zero. Each category reflects a distinct set of priorities established through the Master Transportation Plan’s evaluation framework and community input process. Projects in each category were scored and ranked using criteria tailored to program objectives, with funding allocations aligned to the program structure. Projects in the following tables are assigned a planning horizon based on their current funding status. Near-Term projects are confirmed for funding in the current bond program and are either underway or scheduled for delivery in the next one to three years. Mid-Term projects have been scored, submitted for bond funding consideration, and are positioned as candidates for the next program cycle, typically within a four to ten year window. Long-Term projects have been identified and evaluated but carry no current bond request or have not yet achieved a qualifying score, and are expected to advance as future funding becomes available beyond the ten-year horizon. This tiering reflects the City’s commitment to transparency about project readiness and fiscal capacity across the full program pipeline.
