8.10. Regional Transportation Coordination Growth and development in Fort Worth do not stop at project boundaries. Some proposals, by virtue of their scale, location, or intensity, place demands on the transportation network that extend well beyond the immediate site, requiring a coordinated response across city departments, state agencies, and regional partners. This section addresses three coordination topics: partnerships with TxDOT and transit agencies to advance shared infrastructure priorities, large-scale developments that overwhelm modeled network capacity, and existing residential subdivisions where inadequate access creates ongoing public safety risk. 8.10.1. Developments of Regional Impact Fort Worth’s transportation network was modeled against land use assumptions that, in many cases, have been overtaken by growth. As large-scale rezonings and high-intensity developments are increasingly proposed across the city, the standard project-level Traffic Impact Analysis (TIA) is often insufficient to capture the full scope of network impacts. These proposals are referred to as Developments of Regional Impact (DRIs). A Development of Regional Impact is a proposed rezoning or development that, due to its scale or intensity, has the potential to materially affect the performance of the regional transportation network beyond the immediate site. Two conditions trigger DRI review: ■ A proposed up-zoning that deviates from the future land use map in the current Comprehensive Plan or from the land use assumptions used to develop the MTP traffic model, and ■ A development projected to generate more than 500 additional peak hour trips above the previously assumed use, consistent with thresholds established in the Traffic Engineering Manual.
When either condition is met, a TIA is required at minimum. In cases involving particularly high trip generation or complex multimodal impacts, sub-regional travel demand modeling may be required in lieu of or in addition to a TIA. Table 8.25 summarizes when each analysis type applies and what outcomes each is designed to produce. Upon completion of analysis, TPW staff will evaluate whether findings require additions, modifications, or deletions to the arterial network identified in the MTP. Where network changes are warranted, TPW will work with Development Services and other relevant departments to amend project requirements accordingly. Illustrative example Consider a hypothetical rezoning of a large undeveloped tract from low- density single-family to a mixed-use planned development including high-density multifamily, commercial, and light industrial uses. The original MTP modeling assumed modest trip generation consistent with the prior land use designation. The proposed up-zoning would generate substantially higher peak-hour volumes, affecting not just the adjacent collector network but arterial corridors serving the broader sub-area. Under the DRI framework, this proposal would trigger sub- regional modeling, and the findings would inform whether additional arterial capacity, intersection improvements, or connectivity investments are needed. Those needs would be incorporated into the City’s project programming and MTP amendment process.
Formalizing the DRI process requires coordination across TPW, Development Services, and City Council, including an adopted definition, updated TEM and zoning ordinance triggers, and a clear process for translating analytical findings into MTP amendments and development conditions.
