that subdivisions exceeding 30 dwelling units should have more than one point of access; however, many existing subdivisions predate consistent enforcement of this standard or received waivers that were not conditioned on future remediation. The MTP calls for the City to develop a Critical Access Connections program to systematically identify and prioritize these locations. A subdivision or development should be flagged for critical access review if it meets one or more of the following criteria: ■ Serves more than 30 dwelling units from a single point of access ■ The access road exceeds one-half mile in length from the subdivision entrance to the nearest cross-street or arterial ■ The sole access road crosses a floodplain, railroad, or other feature that could be blocked or rendered impassable during an emergency ■ The subdivision falls outside acceptable emergency response travel time thresholds given single-route constraints ■ No secondary emergency access exists, even in the absence of a second public street A GIS-based screening exercise using these criteria would identify the highest-risk locations citywide and enable the City to prioritize remediation investments — whether through new street connections, secondary emergency access easements, or coordination with adjacent landowners and developers. Where new development is proposed adjacent to a single-access subdivision, the City should evaluate opportunities to require or incentivize connectivity improvements as a condition of approval.

8.10.2. Critical Access Connections While the DRI framework addresses the impacts of new development on the network, a parallel concern involves existing development that was built with inadequate access. Fort Worth has a significant number of large single-family residential subdivisions served by a single point of access — a condition that poses serious public health, safety, and welfare risks. A single-access condition creates vulnerability to emergency response delays, evacuation failures, and routine congestion that residents have no alternative route to avoid. These risks are compounded when the sole access road crosses a floodplain, railroad, or other feature susceptible to blockage. Fort Worth’s Traffic Engineering Manual already establishes
