1.1. Purpose of the Master Roadway Network

The Master Roadway Network is the City of Fort Worth’s adopted long-range framework for planning, preserving, and managing the future roadway system. It replaces the 2020 Master Thoroughfare Plan and provides a coordinated structure for how the City guides system development, prioritizes investments, and accommodates multimodal mobility as Fort Worth continues to grow. The Master Roadway Network defines the intended function of roadways, the ROW needed to support ultimate cross-sections, and the policies that govern access, connectivity, and corridor design. Together, the mapped network, functional classifications, cross- sections, and implementation policies serve as the foundation for future planning, engineering, and development decisions.

■ Guides development review by identifying ROW needs and outlining expectations for how roadway improvements are planned and coordinated. ■ Supports capital programming by providing a long-term basis for project prioritization, corridor studies, and coordination with regional partners. ■ Aligns transportation infrastructure with adopted land use plans, growth patterns, and multimodal priorities. The Master Roadway Network does not change or alter the Transportation Impact Fee (TrIF) Study, the Transportation Improvements Plan (TIP), nor the program’s assessment and collection rates.

The purpose of the Master Roadway Network is to establish a consistent, forward-looking system for long-range roadway planning and ROW preservation. Specifically, the Master Roadway Network: ■ Serves as the City’s adopted framework for defining roadway functions, cross-sections, and multimodal system design. ■ Replaces the 2020 Master Thoroughfare Plan with an updated, data-driven, and policy-aligned approach.
