Readers should refer to it to understand: ■ How roadway classifications, cross- sections, and maps work together to define the long-range transportation system. ■ The distinction between “ultimate” and “interim” conditions, and how interim improvements must preserve the ROW necessary for the ultimate cross-section.
■ How to interpret mapped centerlines, recognizing that they represent planning-level locations that may shift during engineering design while maintaining functional connectivity and ROW requirements. ■ How the Master Roadway Network informs development and capital decisions, including ROW dedication, multimodal accommodation, and application of cross- section guidance.
