Relationship to Other Plans Introduction The Master Roadway Network works in coordination with several City plans and policies that collectively guide land use, mobility, development, and infrastructure investment. Together, these documents establish the policy and regulatory framework that shapes how streets are planned, designed, built, and maintained.
Active Transportation and Micromobility Network
The Master Roadway Network reflects ATM goals by requiring protected bicycle and pedestrian accommodations on all Major Collector and higher classifications. A priority ATM network — updated with current demand analysis and focused on gap closure for a more contiguous and connected system — is established to guide near-term funding and phasing decisions and is discussed in Chapter 8 . Access Management Policy The Access Management Policy governs driveway placement, median opening design, and intersection spacing to preserve capacity and safety. It operates in tandem with the MRN: the MRN defines functional classification and corridor roles while the Policy manages access along those corridors. Requirements are applied during development review and capital project design, with stricter standards on Freight Priority Corridors to support efficient goods movement.
The City’s 2019 Active Transportation Plan established a comprehensive framework for walking and bicycling, including network recommendations, design guidance, and programmatic initiatives. That network is carried forward in its entirety and integrated into the Master Transportation Plan, ensuring seamless multimodal connectivity and consistent priorities across both documents. Building on the 2019 ATP, the Master Transportation Plan expands the network to accommodate emerging micromobility technologies through space allocation, curb management, and safe operating speeds. Through this integration and expansion, the network becomes the Active Transportation and Micromobility Network (ATM).
