1.6.1. Master Roadway Network (MRN): Functional Classification shows the full Master Roadway Network functional classification across the city and its extraterritorial jurisdiction. This map includes TxDOT-owned facilities — Interstates and US and State highways — for regional context and coordination. TxDOT facilities are not subject to the cross-section standards, target speeds, or overlay designations in this chapter, which apply only to City-controlled roads shown on the MRN-CR maps.
1.6.2. Master Roadway Network — City Roads (MRN- CR): Functional Classification The MRN-CR functional classification map shown in Figure ES.15 identifies the role each City-controlled roadway plays within the transportation system. Roadways are categorized to distinguish those intended to carry higher volumes of traffic across the city from those that provide connections within and between areas.
The MRN-CR includes the following classifications: ■ Principal Arterial
■ Major Arterial ■ Minor Arterial ■ Major Collector
The MRN-CR functional classification system is aligned with the TxDOT Functional Classification System and extends across the city and its extraterritorial jurisdiction. Functional classification establishes the baseline for roadway design and informs cross-section development.
