right assignment, at the right time.” Secretary McCarthy subsequently addressed the national body of Kappa Alpha Psi during its second business session in the Pennsylvania Convention Center on August 1, 2019. Secretary McCarthy opened re- marks by extending appreciation to LTG Smith for a very warm introduction. Secretary McCarthy retorted to LTG Smith’s introduction by declaring “you are a scholar, a visionary, and a great American. Getting to watch you pursue your life’s work is impressive. I have watched your genuine interactions with Soldiers in the halls of the Pentagon to the youth you encounter on your travels.

No matter where you are - you continue to inspire, with the sole purpose of recruiting and building a bench ensur- ing an Army capable of defending this nation. We are better as a whole, stand- ing in your presence. One man, who dared to say 'Send me,' is changing the conversations we have inside the Army and with the public. One man, part of a brotherhood.
