Fort Worth Police Department Strategic Plan
Youth Services is responsible for the records management and retention of all original juvenile cases as well as interviewing and assessing juveniles’ eligibility for the First Offender program (a juvenile diversion program). This group also runs the school crossing guard program at all elementary schools located in Fort Worth. Youth Services staff are currently working to provide more efficient crossing guard services by increasinig crossing guard hourly pay rates and exploring the possibility of outsourcing the program to a professional private company specializing in the acquisition of guards and management of all aspects of crossing guard services. The Crime Intervention Section (CIS) is responsible for all Jail Operations. During 2016, CIS staff obtained a new contract for hospital guard services and negotiated a one-year contract for jail services. A goal for the immediate future is to secure a financially advantageous long- term contract for jail services.

Increase participation in volunteer programs by 5% each year: Citizens on Patrol, Ministers Against Crime, Clergy and Police Alliance, Citizens Police Academy. Outsource the Crossing Guard Program to a Private Vendor to increase efficiency. Obtain a long-term jail services contract. Each SRO will provide at least one presentation to students in the classroom or at an after-school program each semester. All SROs will be TCOLE certified instructors and Mental Health Peace Officers by FY18.
