Role Summary:
To lead the planning, compliance and reporting functions within the Estates and Development Directorate. To collaborate with all the Heads of Sections in the Directorate as well as provide support to the Director, Associate Director and Deputy Directors of Estates in the management, co-ordination, production and regular review of key corporate, strategic and statutory compliance related policies, processes and procedures with specific relevance to the University estate and the services delivered by the Directorate as a whole.

Strategic Management • To contribute to the formulation of the Estates Strategy.
• To contribute to the development of a 5 year Estate Strategy underpinning the Universities Strategic Plan and expenditure planning. • To deliver the Space Planning process to ensure efficient and appropriate use and development of Space to support the Strategic Plan. Compliance & Planning • Collate, analyse and submit management information in relation to the annual Estates Management Return (EMR). Work with the management team to identify areas of improvement and develop and implement improvement plans. • Co-ordinate the production of the Estate Strategy document as required by HEFCE in conjunction with the Heads, Associate & Deputy Directors and Director. • Ensure accurate space records, including audits of space use and functional suitability for estates management statistics and TRAC are maintained. • Review, develop and update the Directorate’s risk register and Estates’ elements of the corporate University Risk Register in conjunction with the Heads, Associate & Deputy Directors and Director. • Manage & liaise with the Heads, Associate & Deputy Directors and Director on the development, production and monitoring of the 5 year and annual budget and backlog maintenance plans and produce management reports. • Lead, liaising with colleagues, the generation and submission of regular returns both within and outside of the University, including Risk Register Update, Project Reporting and HEFCE/HESA Returns. • Lead on and manage key projects to support the delivery of Directorate initiatives, working principally with Heads of Service and Deputy and Associate Directors • Develop and manage the Directorate’s Asset and Works Management systems ensuring compliance with corporate guidelines and liaison with any internal/external audits and sampling for verification of assets. • Develop and manage a document management system for the Directorate, ensuring critical information is accessible to senior management. • Lead the design, implementation and review of a planning, compliance and reporting framework to support key strategic, operational and governance processes and to ensure efficient co-ordination and reporting. • Lead internal and external audits processes, ensuring the Directorate is well positioned to prepare and respond effectively and implement any resulting action plan. • Take on the role of the Directorate’s Induction Champion, to ensure there is a process in place for all new starters to be inducted in line with corporate and directorate guidelines.
