C’est vraiment une ville en croissance et c’est un projet de longue haleine et je pense que la ville devrait avoir en place un DG qui peut faire cet investissement là». Pour le reste, le directeur général sortant entend passer plus de temps en famille notamment auprès de ses trois petits garçons. Il ne quitte pas complètement le domaine de gestion malgré tout. «Il y a tellement de bonnes choses qui peuvent être faites, soit ici ou ailleurs. Mais, ce sont des projets qui sont un peu plus ponctuels ou tu as un début, une fin et tu vois le résultat de tes efforts. C’est ce que je vais probablement rechercher». CLARENCE-ROCKLAND | Le directeur général de la Cité de Clarence-Rockland, Pierre Tessier, quittera ses fonctions à la fin du mois de juin. Il a annoncé sa démission, lundi, lors d’une réunion à huis clos. «La raison principale, c’est que je suis au point dans ma vie et dans ma carrière où il faut que je pense à la retraite. Le travail de dg c’est excitant, mais ça amène du stress, ça amène des exigences sur la santé et la façon de vivre que je dois évaluer de temps à autres. Ma santé est bonne, mais je ne veux pas qu’elle se détériore», a confié l’administrateur municipal. «Nous avons été surpris de la décision de M. Tessier. Maintenant rendu dans la «soixantaine avancée», il souhaite s’attarder à des projets plus légers à temps partiel. «Je veux possiblement faire des projets à temps partiel plutôt qu’avoir un poste régulier à temps complet. J’ai voulu faire ça parce que je ne voulais pas attendre non plus trop longtemps», a confié M. Tessier évoquant notamment la tenue d’élections municipales l’an prochain. Le directeur général sortant se rassure qu’il a rempli le mandat qu’on lui avait confié et qu’il s’était lui-même fixé, soit de rebâtir la structure organisationnelle de la municipalité. «Les postes que j’ai eus dans la majeure partie de ma carrière c’était des postes dans des organisations qui avaient besoin d’être rebâties. Je suis devenu un adepte à faire ça, mais j’aime ça aussi. Ça c’est quelque chose
et nous lui souhaitons la meilleure des chances dans ses projets futurs», a pour sa part déclaré Marcel Guibord, maire de la Cité de Clarence-Rockland. Pierre Tessier avait d’abord accepté le poste de dg par intérim en octobre 2011. Il avait ensuite obtenu le poste en

“I want to make sure the organization is stable,” he said, adding that there are a few staffing vacancies he wants to see filled first. Tessier also wants to oversee the start of a process for a new long-term strategy for the City of Clarence-Rockland. That includes de- veloping an asset management plan for the city, which is now a condition of the provin- cial government for all municipalities for fu- ture grant considerations. A review of the city’s information technol- ogy setup is also on Tessier’s “to do” list be- fore June 30. He also wants to see the start of a job re-evaluation project for the munic- ipality. That was one of the conditions of the latest contract agreement between Clar- ence-Rockland and the Canadian Union of Public Employees (CUPE), the union which represents city employees. Both Tessier and CUPE agree that some job descriptions for municipal staff may be out-of-date and re- quire review and revision. He has also promised to help council find his replacement. “Three months, we should have a list of candidates,” he said. Tessier affirmed that he has enjoyed working “with a team of dedicated staff who is committed to the citizens of the mu- nicipality.” “In fact, it is this bond and this complicity that makes my decision harder,” stated Tes- sier. Since Canada Day falls on the Monday that follows his last official day as Clarence- Rockland’s CAO, Tessier knows what his first day of semi-retirement will involve. He also has figured out a plan for the second day following. “Probably go spend some time at my daughter’s cottage with my three grand- sons,” he said. “And golf. I miss the golf.” After a holiday break, Tessier noted, he will start looking around for a new chal- lenge to occupy and exercise his mind and skills.
ROCKLAND | Pierre Tessier will leave city hall in Clarence-Rockland at the end of June. Tessier told council during its huis clos session of a special March 25 meeting that he would step down as chief administrative officer for the city effective June 30. He has occupied the post for more than a year. “After careful thoughts and discussions with my wife, I decided to retire and devote my time to other adventures,” stated Mr. Tessier, in a news release issued the follow- ing day. “We were surprised by Mr. Tessier’s deci- sion,” stated Mayor Marcel Guibord. “He brought a lot to our city in a short period of time and we wish him the best of luck in his future endeavors.” Tessier explained during a Tuesday morn- ing phone interview that he had begun thinking about stepping down as Clarence- Rockland’s CAO just before Christmas. He discussed the matter with his wife during the holiday break. “It’s not something I took lightly,” he said. “I had made a commitment to staying as long as I could.” He noted that a desire for personal change in his life was one of the main rea- sons for his final decision to move on. “I am in my 60s and I’ve been working for over 40 years. You have to start thinking ‘What else would I like to do?’ And these jobs also carry a lot of stress.” Tessier assumed the position of CAO sev- eral months after the resignation of Daniel Gatien from the post. During his time Tes- sier pushed ahead a reorganization of the city’s corporate organization chart to in- crease municipal efficiency and provide better services to residents.
