Michel Thivierge a déploré le fait que, selon le règlement, les comités seraient présidés par un membre du conseil. Le président serait préalablement nommé par lemaire. «Je pense qu’il ne devrait pas y avoir un conseiller ou le maire comme président d’un comité. Il faudrait que les directeurs de département soient présidents des comités et qu’ils dirigent leur comité quand on a une réunion», a-t-il déclaré d’entrée de jeu. Michel Thivierge a ensuite lancé une accusation voulant que les modifications au niveau des comités favorisent certains conseillers. «Vous, vous essayez de pacter ça et c’est vous autres qui menez […]. Tout allait bien avant. Là il faut qu’on change ça parce qu’il y en a certains, qui sont assis à la table, qui ne veulent pas avoir ça de cette façon-là». Le maire Marcel Guibord a répliqué en disant que le président d’un comité ne possède pas de pouvoir décisionnel. Il a également souligné qu’il s’agit d’une procédure similaire à d’autres gouvernements municipaux. «Quand on dit président, on parle du conseiller qui va être responsable du comité, et il va nous apporter les informations […] c’est tout simplement d’arriver à comprendre ce qui doit se faire et d’arriver avec des suggestions. Ces suggestions-là ça vient de tout le monde, pas juste d’une personne (président)». Ces explications n’ont pas apaisé la frustration du conseiller du quartier 1. Cette fois, il s’en est pris à d’autres membres du conseil. «Pourquoi est-ce qu’un conseiller va être président, parce qu’il a un diplôme d’université comme M. Félio? Ou, parce qu’il est enseignant? […]», a lancé M. Thivierge. Ce dernier a également insinué une certaine connivence entre membres du conseil. «[…] je veux que le public sache ce qui se passe au conseil. Ils vont le savoir avec ça.» Cette intervention a mené le conseiller Guy Félio à soulever une question de privilège afin que M. Thivierge clarifie ses propos. À la fin, le maire a déclaré la réponse irrecevable à la question de privilège. Le nouveau règlement de procédure a été adopté malgré un vote contre de Michel Thivierge. Le processus d’adoption d’un nouveau règlement de procédures au conseil municipal de la Cité de Clarence-Rockland continue à soulever les tensions. Les discussions se sont conclues sur une intervention vive du conseiller Michel Thivierge lors de la dernière réunion ordinaire.Ils’enesttenuauvoletdescomités.
