$0633 * &3  r  -&55&3 The pot calling the kettle black Letter to the editor So, Russell Township mayor Pierre Leroux says that the provincial govern- ment’s decision to approve the industrial recycling /landfill site next door to his township is another example of how local government and local opinions have no impact on provincial ministry decisions. Is this the same Pierre Leroux who on June 14 voted along with the other four mayors of the western townships of Prescott-Russell outvoted the three mayors of the most eastern part of the United Counties of Prescott and Russell (UCPR) to change the latter’s official plan in order to accommodate an application fromColacemCanada to build a cement plant in Champlain Township? This is a plant that will sport a 127 metre (415 ft) chimney required to disperse the gas- es and dust emanating from furnaces burning petroleum coke. All this after the Council of Champlain Township had voted against the requested zoning change for the targeted land from “rural/ agricultural” to “heavy industry”. The residents of Champlain Township and in particular, those of the L’Orignal area where the proposed plant would be established, have been very active for more than a year in trying to inform the public and mount a solid opposition to the establishment in their area. This area is already the host of one heavy industry in the form of the Ivaco Rolling Mills. Action Champlain, a local organisa- tion set up to defend the rights of citizens of Champlain township has been very active in raising awareness of the risks of allowing this heavy industry in their area, particularly froman environmental and health standpoint, and the limited benefits that would arise from the proj- ect. More than 400 people attended a public meeting of the UCPR on held in the Vankleek Hill arena on May 18 th to protest against the project. Presentations weremade by lawyers and other experts as well as residents to point out the risks of allowing the establishment of such a plant in the area. All of themayors of the municipalities that make up the UCPR were present. But last week, only the mayors of Champlain Township, Hawkesbury and Hawkesbury East voted against the amendment to the UCPR official plan needed to allow the establishment of the proposed plant, thus leaving the citizens of Champlain Township and their lawyers having to fight not only ColacemCanada but their own superior tier of municipal government (the UCPR) before the On- tario Municipal Board. Shame on Mr. Leroux for not respecting the Council and residents of Champlain Township. Shame also on the other four mayors who voted in favour of a corporation against the will of citizens and their local gov- ernment.
