Workforce Development Isn’t Just a Pipeline Problem: It’s a Standards Problem Why the Future of ICT Infrastructure Depends on How It’s Installed

Why Workforce Development Has Missed the Mark Many workforce initiatives focus on access: • How do we attract more people? • How do we get them into the field faster? • How do we fill open roles? Those are valid questions. But they ignore a more important one:

• A bend radius pushed too far • A pathway improperly supported • A termination that “looks fine” but fails certification • Inconsistent labeling that slows troubleshooting to a crawl Individually, these seem minor. At scale, they create: • Performance degradation • Costly rework

The industry keeps talking about a workforce shortage. It’s not wrong, but it’s incomplete. Across information and communications technology (ICT), the real issue isn’t just that there aren’t enough people. It’s that there aren’t enough qualified people working from a consistent, standards- based definition of what “good” looks like in the field. And that distinction matters more than most organizations are willing to admit. Because infrastructure doesn’t fail in theory. It fails in execution.

Defining “Qualified” at Scale This is where BICSI plays a fundamentally different role in the market. BICSI doesn’t just provide training. A Stronger Voice for a Changing Industry Letter From BICSI’s CEO

Across our profession, change is coming from more than one direction. Technology continues to advance, but policy decisions are also shaping how infrastructure is built, modernized, and maintained. That means the work ahead requires both technical leadership and a clear voice in the broader conversations affecting our industry. Our recent statement on the FCC’s Network and Services Modernization Order reflects that reality. As networks evolve, resilience, continuity, and performance remain essential. BICSI has an important role to play in ensuring the profession is represented thoughtfully and credibly when those issues are discussed. To support that work, we have established, for the first time in BICSI’s history, a dedicated public policy function. I am pleased to welcome Eli Fleet as our new Director of Government Relations . This new role will strengthen our ability to engage on issues that affect ICT infrastructure, workforce readiness, and the long-term advancement of the profession. Even as we expand in this direction, our core focus remains the same. We are committed to the standards, technical manuals, education, and credentials that professionals rely on every day. The release of our revised healthcare standard this quarter is one example of that ongoing work, and you will see more about it elsewhere in this issue.

Using 529 Savings Plans to Power Careers in ICT

A Smarter Way to Use Education Savings Leveraging 529 savings for ICT training aligns long-term financial planning with today’s workforce realities. Skilled ICT technicians and designers are in high demand, and alternative education pathways are increasingly recognized as viable, rewarding routes to stable, well‑paying careers.

These pathways support careers in areas such as network infrastructure, data centers, cabling, wireless systems, and fiber‑optic technology.

Education savings aren’t just for college anymore. Recent expansions to 529 savings plan eligibility have opened new opportunities for individuals pursuing skilled trade careers in the information and communications technology (ICT) profession. As demand surges for qualified ICT professionals, driven by fiber‑optic network expansion, 5G deployment, data center growth, and ongoing infrastructure upgrades, 529 funds can offer a strategic way to finance training and certifications without taking on significant debt.

What’s Changed? Traditionally tied to four-year college expenses, 529 plans may now cover a broader range of education pathways. In qualifying cases, eligible expenses may include programs at vocational schools, technical institutes, and other eligible postsecondary institutions, as well as certain recognized postsecondary credential pathways, including qualifying ICT-related programs offered through organizations such as BICSI. Depending on the plan and provider, allowable expenses may include: • Program or course registration fees • Required textbooks, standards, and publications • Certain tools or equipment needed for instruction • Credential preparation and required exam fees
