DATA REVIEW AND EVIDENCE BASE
Where programme evidence is used to assess policy alignment, the report distinguishes between two purposes. PPN 001 and PPN 002 provide the retrospective framework for interpreting activity delivered during 2025–26, including supply chain participation, economic growth, inclusive opportunity and skills outcomes. PPN 026 provides a prospective framework for testing the readiness of the evidence base and identifying future delivery and measurement priorities. Across both purposes, the analysis distinguishes outputs, such as participation, training delivery and employer engagement, from outcomes, such as employment progression, skills gained, in-work development and strengthened talent pipelines.
This report is based on an independent review of data and evidence provided by IN4 Group. The evaluation draws upon a range of qualitative and quantitative sources, including stakeholder interviews, learner case studies, participant testimonials, programme and course content, learning outcomes, monitoring and performance data, and financial information. The evidence has been analysed to identify the outputs, outcomes and longer-term impacts generated across the programmes, before applying the SROI and Local Multiplier methodologies to quantify the social and economic value created. This independent analysis forms the basis of the findings, conclusions and social value calculations presented throughout this report.
