The IN4 Group Impact Report: 25-26

THEORY OF CHANGE

IN4 Group creates change by turning access to skills into confidence, confidence into progression, and progression into lasting social and economic value. The following programme sections set out the specific outputs, outcomes and social value generated by each area of delivery. Taken together, they show how IN4 Group’s model supports high-quality jobs, skills development, inclusive progression and the long-term talent pipeline required by employers and local economies.

IN4 Group’s theory of change is based on the belief that inclusive access to digital, technology and creative skills can unlock opportunity for individuals, strengthen employer talent pipelines and create wider social and economic value for communities and places. Delivery during 2025–26 reflects the priorities of PPN 001 and PPN 002 through local supply chain participation,

economic growth, skills development and the removal of barriers to opportunity. Looking ahead, PPN 026 provides a framework for strengthening this model by placing greater emphasis on good jobs, fair progression, training and retraining, in-work development, and employer-led talent pipelines in sectors experiencing current and future skills shortages.
