Councils prepare for North-South dialogue

what they hoped to achieve from the ses- sion. Councillor Alain Fraser was delighted with the invitation, saying that the munici- palities have much in common and could continue to expand service-sharing agree- ments. A joint industrial park? Now the municipalities share water, fire protection and dispatch services, he noted. “Whether we like it or not, we are interdependent,” said Fraser. He expects that the municipalities could get together to develop a common vi- sion on residential, industrial, commer- cial and cultural development. Recently, Mayor René Berthiaume floated the idea of establishing a joint industrial park with Champlain. While Hawkesbury has services, it has little land available. Champlain has plen- ty of real estate but lacks public services on the south side of County Road 17, a zone which is being developed. In the past, there have been discussions about Hawkesbury extending sewage and water services to that area. Although those talks have so far proven to be futile, Berthiaume has noted that representatives on both sides remain open to a dialogue. Phase 1 of McGill Street makeover richard.mahoney@eap.on.ca HAWKESBURY | Phase 1 of a makeover of one of Hawkesbury’s busiest arteries, McGill Street, is set to start. The town has awarded a $271,899 con- tract to R.W. Tomlinson, of Ottawa, to re- surface McGill between Spence Avenue and Régent Street. Tomlinson submitted the lowest of six bids on the job, less than the $277,518 es- timate presented by Normand Excavation, of Hawkesbury. Councillor Marc Tourangeau wondered if, given the small difference between the two bids, if the town could award the con- tract to the local business. Interim administrator Christine Groulx noted that such an exception was forbid- den under provincial law. Other tenders were B-Arnone ($281,032), Coco Paving ($304,689), ARNCO ($324,920) and Cornwall Gravel ($338,912). The Ontario government has allocated $627,000 for the entire project under its connecting link improvement program while the town is paying the balance of the $697,185 job. The improvements must be completed before March 31, 2013 or the grant will be returned to the province. The work will also include the creation of a bike path between Spence and the southern town limits and improvements to traffic lights at the intersections of Main, John andWilliam Streets.

A session between the two councils is set to be held in early October. In an August 16 letter, Champlain Town- ship administrator Jean Thériault relates that his council wants to meet Hawkesbury council“to discuss how our two municipali-

ties could work cooperatively to provide better services to our residents.” While Hawkesbury council has accepted the invitation, members also have agreed with Councillor Marc Tourangeau who said at a recent meeting that they had to define
