CENTRAL WASHINGTON UNIVERSITY Board of Trustees October 22, 2018 ACTION – Faculty Code Updates Background:

During the 1946-1947 academic year, the CWU faculty created a “Faculty Code of Personnel and Policy,” which was subsequently approved by the faculty, president and Board of Trustees. This Code established an 11-member Faculty Council, which, in 1962, became the Faculty Senate. Section IV(A)1 of the Faculty code provides that the Senate shall have the right to submit recommendations to the BOT through the president. The Faculty Senate resides organizationally within the President’s Division; the Faculty Senate Chair reports directly to the president. Proposals to change Faculty Code typically arise from Faculty Senate discussions. Code changes are discussed and reviewed in the Faculty Senate and by other academic organizations, including the Provost’s Council. Upon a comprehensive review, the Faculty Senate shares recommendations with the president for transmission to the Board of Trustees. On May 30, 2018, the Faculty Senate voted to amend the Faculty Code as shown in attached exhibits. These changes to the Code clarify the obligation of administrators to consult with the Faculty Senate when academic units are reorganized, and articulate how non-tenure-track faculty will be engaged in processes to select individuals for the Distinguished Faculty awards. 1. Changes related to Reorganization of Academic Units: • Recommends amending Section I Faculty Rights and Responsibilities as outlined in Exhibit A. This change is an addition to the consultation section of Code to make clear that reorganization of colleges and departments is an area that requires faculty consultation. • Recommends adding a new Appendix A — Creation, Reorganization, and Renaming of Academic Units — to the Faculty Code, as outlined in Exhibit B. The intent of this new language is to make future reorganization conversations more productive for all parties involved. This addition of a new appendix to the Code provides detail about the process of meaningfully consulting with faculty during reorganization. The proposal reflects the concern of the Faculty Senate that proposals for reorganization of academic units in recent years have been inefficient and ultimately unsuccessful due to the explicit lack of information about the reorganization provided during the consultation process. New language directs the Senate to produce a written summary of feedback and recommendations that will be shared with senior administrators and the Board to inform decision-making. The Faculty Senate consulted with academic administrators and with the president over the summer and has incorporated some of their suggestions in the proposed revisions.
