POLICIES

A. Policy It is the policy of CWU to make every reasonable effort, within its capabilities, to respond to emergencies based on the nature and extent of the emergency. Every effort will be made to retain vital academic functions during an emergency and to restore any disrupted services as soon as possible after the emergency. B. Mutual Aid 1. CWU recognizes that it is not completely self-contained, and is dependent on certain local resources for day-to-day assistance with problems and emergencies. Mutual aid resources include the Kittitas County Sheriff’s Office, Ellensburg Police Department, and Kittitas Valley Fire and Rescue. 2. Washington State Patrol and other agencies respond to assist the university with emergencies, as available and when requested. The Chief of Police, or his designee, may authorize any mutual aid request deemed necessary to meet emergent conditions. C. Responsibilities 1. Overall responsibility for the day-to-day operation of CWU is tasked to the University President. Each Vice-President manages a division of the University. Department heads manage operations and activities within their respective departments. 2. This Plan describes responsibilities of individuals and departments in the university system, as well as federal, state and local government agencies and other organizations. These are listed in the Basic Plan, Organization and Responsibilities , on page 10. D. Limitations 1. The goal of CWU is to mitigate and prepare for the consequences of hazards, and to respond to and recover from an emergency or disaster. However, university and local resources and systems may be overwhelmed. 2. There is no guarantee implied by this Plan that perfect mitigation, preparation, response, and recovery will be practical or possible.
