SITUATION AND ASSUMPTIONS

A. Situation 1. CWU is located within the City of Ellensburg. The campus resident population is approximately 3,400 students. The daytime population can be as high as 18,000 people. Ellensburg is situated between two major interstate highways with thousands of motorists and semi-trailer trucks carrying various types of cargo that could be hazardous. A railroad, which divides the city, transports cargo, including hazardous materials. CWU is located fewer than 20 miles from the Yakima Training Center, United States Army facility, used for maneuver training, Land Warrior system testing and as a live-fire exercise area. 2. CWU is exposed to many hazards, all of which have the potential for disrupting the community, causing damage, and creating casualties. Potential hazards which may occur in or around the county include floods, tornadoes, winter storms, civil disorder, earthquakes, dam failure, HAZMAT incident-fixed facility, HAZMAT incident-highway, nuclear incidents, power failure, radiological incident-transportation, subsidence, rural or urban fires, and acts of terrorism. B. Planning Assumptions 1. Some emergencies or disasters will occur with enough warning that appropriate notification will be issued to ensure some level of preparation. Other situations will occur with no advance warning. 2. The university may be unable to satisfy all emergency resource requests during a major emergency or disaster. 3. The university may have to provide its own resources and support for up to the first three days of a major emergency or disaster, or possibly longer in the event of a catastrophe. 4. In the event the resources of the university are overwhelmed by a disaster or emergency, mutual aid agreements will be invoked and all necessary and available outside resources will be requested and utilized. 5. CWU will comply with the intent of Chapters 38.52.030 and 38.52.580 RCW and Titles 106 and 118.30.060 WAC, and will: a. Establish procedures for continuity of University leadership and administration. b. Establish an emergency management organization and facility. c. Comply with 38.52.580 RCW: “Beginning December 1, 2019, a state agency that provides life safety information in an emergency or disaster must provide, to the relevant committees of the legislature, a copy of its current communication plan for notifying significant population segments of such information, including the agency's point of contact. The state agency must also submit an annual report to the relevant committees of the legislature identifying those instances of emergency or disaster in the preceding year in which life safety information was provided and what public messaging strategies and means were used to notify citizens with limited English proficiency.” d. Communicate with the Washington State Military Department, Emergency Management Division’s EOC on the status of activities during or following any emergency or disaster. e. Activate emergency response protocols and request state assistance when appropriate. f. Preserve essential records. 6. CWU will maintain a comprehensive emergency management program that enables it to: a. Establish procedures for the appropriate and timely response to emergencies and disasters. b. Procedures will include the activation and operation of an Emergency Operations Center (EOC), if appropriate considering the nature and extent of the emergency. c. Develop and train an incident management team utilizing the Incident Command System (ICS). d. Support local jurisdictions to the extent possible. e. Support the state’s emergency management mission. f. Communicate with the state EOC. g. Provide situation reports to convey damage assessment and ability to accomplish its functional role during an emergency or disaster. h. Develop and implement policies that reduce the effects of an emergency or disaster. 7. Federal assistance will be available for disaster response and recovery operations under the provisions of the National Response Framework (NRF) and the Stafford Act, Public Law 93-288.
