INCIDENT COMMANDER

The Incident Commander’s responsibility is the overall management of the incident. The IC may have a deputy. Deputies may also be used at the section and branch levels of the organization. Deputies must have the same qualifications as the person for whom they work, and must be prepared to take over the position at any time.

q Assess the situation and/or obtain a briefing from the previous IC q Designate initial incident command structure and personnel, and expand as necessary q Determine incident objectives q Establish immediate priorities q Determine strategy and tactics and prepare initial Incident Action Plan (IAP) * q Establish the incident command post q Determine necessary staffing level and make staff assignments q Ensure planning meetings are scheduled as required q Approve and authorize the implementation of the Incident Action Plan (Plans, pg. 24)

q Ensure that adequate safety measures are in place q Determine shift schedules and personnel rotations q Initiate incident log q Evaluate incident resource and logistical needs and approve resource orders q Coordinate activities with the Responsible Agent (RA) and update the RA on situation status. The RA may or may not be the IC. q Coordinate activities with the university administration through the chain of command q Coordinate the preparation of press releases and the scheduling of news conferences with the RA and with the Information Officer q Monitor chain of command and span of control for operational efficiency q Modify or suspend operations when appropriate q Approve demobilization plan q Schedule and conduct debrief and critique

NOTE: The initial IAP may be informal but should be formalized on ICS 202 Incident Objectives. ICS 201 Incident Briefing can be used initially to capture activities in writing and will later become part of the IAP.
