EMERGENCY OPERATIONS CENTER (EOC)

The Incident Commander will activate an EOC when necessary. The EOC then becomes the command center for the incident and the primary location for the IC and his staff, and for the command staffs of outside resources that may be assisting. The Public Information Officer may or may not be located at the EOC; however, the Media Center is normally not at the EOC due to the need to isolate the command staff from outside influence. A. Location 1. The pre-designated EOC for the university is Jongeward 116. The alternate EOC is SURC 301. Both have backup power. 2. Other facilities that may meet the requirements could be used if the primary and alternate are not available. B. Facility Requirements The following list contains some of the elements that must be addressed when setting up the EOC. Not every item is an absolute requirement, but every item should be considered important. 1. Sufficient workspace for anticipated staffing level 2. Furnishings for workspaces 3. Power for workspaces 4. Workspace dividers sufficient to isolate some functions and control noise and traffic 5. Separate, private room for staff meetings 6. Message center 7. Message boards, inside and outside 8. Space for wall charts 9. Supplies and supply storage 10. Coffee and refreshment availability 11. Telephones: workstations, offices and message center 12. Telephone conferencing capability 13. Computers, networks 14. Televisions 15. Closed circuit system, video conferencing capability

16. Radio communications: Base station, mobiles, portables, radio nets 17. Work space for amateur radio operators: Power, antenna connections 18. Emergency power for the EOC 19. Parking 20. Security and access control
