INTERSECTION PROJECT OVERVIEW Wildcat Way and E. University Way October 22, 2018

CONDITIONS, SCOPE and IMPACT

CONDITIONS : University Way is a four-lane, east-west principal arterial with two travel lanes in either direction. There are no designated turn lanes on E. University Way at the intersection with Wildcat Way (a minor arterial) to the north and Sprague St. to the south (street name changes at E. University Way). The posted speed limit is 20 MPH on E. University Way and 25 MPH on Wildcat Way/Sprague St. at this intersection. Wildcat Way and Sprague St. are two-lane streets with left turn lanes on their approaches to University Way. The traffic signal at this intersection is a two-phase signal, with no protected left-turn phases. Wildcat Way is one of two main entrances into Central Washington University; the northbound left turn direction and north/south bound traffic on Wildcat Way has significant peak traffic volumes that coincide with class change at the end of every hour throughout the day. The south leg of the intersection (Sprague Street) connects with E. University Way on a skewed alignment. The existing turn radii are tight, especially with the skewed alignment of Sprague St. on the south leg of the intersection. Turning movements increase at the end of each hour during class change times. The intersection receives an average daily traffic volume of 15,918 vehicles, including 1,404 freight trucks (April 2016). During the period 2014 to 2017, there have been a total of eighteen collisions: five multiple vehicle crashes involving injury, twelve multiple vehicle crashes involving property damage only, and one bicycle/vehicle crash. From these crashes, there have been a total of six injuries and zero fatalities. PROJECT SCOPE: The City of Ellensburg recently hired a consultant to complete an intersection feasibility study, analyzing different safety-improvement options, such as a round-about or enhancements to the traffic signal. Excerpts from the study are included with the grant application. Analyses of the proposed determined that the signal enhancements were the most effective and most efficient option. The proposed project will widen E. University Way to accommodate left turn pockets in both the east and west bound directions, with turn pocket lengths of approximately 250' each. The project includes: • the removal of the existing two-phase traffic signal and poles; • installation of new signal poles with longer arms to accommodate the widened road width; • a full 8-phased traffic signal;

• new curb/gutter and sidewalks; • additional lighting as needed; and • all necessary ADA upgrades.
