“I think Longueuil (ward) should remain as it is: agricultural and residential,” he said, continuing on the cement plant proposal. “It’s a wake-up call for people in Champlain to get the highest and best uses of our natural resources, which are the Ottawa River and agriculture.” Paquette noted that a group in his area has proposed development of a lookout site along Bay Road as a possible recreational and economic development project. “I see that as a good idea,” he said, noting that he worries about the chance of an industrial park becoming part of the ward’s economic development future. “I don’t believe Longueuil is suited for that.” Paquette is open to “green energy” proj- ects for the area, including solar or wind farms, “but not on good agricultural land.” à y assister. FLOOD MAPPING UPDATE The United Counties of Prescott-Russell (UCPR) wants to update the flood maps for the region along the Ottawa River. 1. EFFICIENT BUDGETING. Long-term planning is a priority in a well-governed municipality. Items should not be added to the budget as a whim after a ten-minute discussion. Council must be transparent and accountable for its actions. 2. UPGRADED LOCAL INFRASTRUCTURE. An improved system of roads and bridges is necessary to meet the long-term needs of the township and to facilitate private sector investment in Champlain. 3. A BROADER INDUSTRIAL TAX BASE , thereby reducing the residential tax burden. More industry also means more employment opportunities, encouraging families to live and work here. 4. RESPONSIBLE ENVIRONMENTAL MANAGEMENT: through waste reduction, removal of noxious weeds. Proper “filtering of industrial emissions, etc… To set an example, I chose not to use election signs.
