reading, writing, and mathematics skills. Gartland noted that CDSBEO students are exceeding the present provincial average in all three areas and he anticipates the district will have no trouble meeting the Education Ministry’s target of a 75 per cent proficiency rating by 2012. In some cases like the junior reading assessment of 78 per cent for 2011, the CDSBEO is already exceeding the provincial standard. Gartland observed in his report that the district continues to expand and develop its aboriginal and special education programs. The aboriginal education program is designed to both meet the cultu- ral needs of First Nations students enrolled at CDSBEO schools and also provide a broader cultural education for non-native students. Last year the district organized a variety
of cultural field trips related to aboriginal studies and also developed partnerships with First Nations community groups and agencies to help support the aboriginal education program. The special education program marks success during the past year with a nine per cent increase in overall reading ability for special needs students in the primary gra- des and an eight per cent increase in overall writing skills for those students in the ju- nior grades. District students of all grades are also benefitting from improvements and expan- sion of the e-learning and blended learning programs.
The CDSBEO introduced its online course curriculum addition in 2001 and had an initial enrolment of a dozen students taking advantage of distance- learning additions to their course program. Now the CDSBEO has almost 1000 students across Eastern Ontario using e- learning as a supplement to their programs through an online curriculum offering of more than 50 courses. The September 2011 enrolment total for the CDSBEO tallied 13,929 students with full-time enrolment at 13,238. The current term saw six schools in the district offer Early Learning Kindergarten programs with a total enrolment figure of 273.
It was a good year last year for English Catholic schools in Eastern Ontario. The Catholic District School Board of Eastern Ontario (CDSBEO) has a glowing year-end report to share with parents and students from its Education Director William J. Gartland. “It is a pleasure to have the opportunity to present the Director’s Annual Report 2011,” stated Gartland in his introduc- tion. “This report is a chance for us to review and celebrate our many accomplishments.” One of the report’s highlights is the tally of results from the latest round of provin- cial assessments to evaluate overall performance and success of the CDSBEO curriculum in developing students’

Last year the UCPR approved $250,000 in aid to the retirement home for upgrades and repairs to the premises. An itemized account of the work added up to more than $300,000 in repairs.
Thank-you letters are always appreciated though not always received at local councils. Administration at le Centre d’accueil Roger Séguin combined a report on improvements to the Clarence Creek retirement home with a letter of thanks to the United Counties of Prescott-Russell council (UCPR) for help in paying the cost for those improvements. “A big thank-you to the council members for this financial aid,” stated Charles Lefebvre, centre administrator, in the letter. “It is greatly appreciated and, as you can determine, put to good use.”
