City of Andover Unified Development Manual

3. Terms. Within these Zoning Regulations, interpret the following terms as shown below: a. The word "must" is mandatory while the word "may" is permissive. b. The word "person" includes an individual, firm, corporation, association, partnership, trust, governmental body and agency, and all other legal entities. c. The word "City" means the City of Andover. d. The word "Clerk" means the Andover City Clerk. e. The words "Governing Body" mean the Mayor and City Council members of the City of Andover, Kansas. f. The words "Planning Commission" mean the Andover City Planning Commission. g. The word "Board" means the Andover Board of Zoning Appeals. h. The words "Comprehensive Plan" mean the most recent comprehensive plan which has been adopted by the Andover Planning Commission and approved by the Governing Body. i. The words "zoning jurisdiction" mean the area for which the jurisdiction of these Zoning Regulations is applicable for zoning purposes. j. The phrase "used for" includes the phrases "arranged for", "designed for", "intended for", "maintained for" and "occupied for".
101 Rules of Construction A. Usages.
1. The singular includes the plural and the plural the singular. 2. The present tense includes the past and future tenses, and the future tense includes the present tense. 3. Unless otherwise specified, all distances must be measured horizontally. B. Definitions. Definitions to be used in the interpretation and construction of these Zoning Regulations are found in Part 2.4 of the Andover Unified Development Manual, or within the Zoning Regulations. 1. Any word or phrase which is defined in this Uniform Development Manual has that defined meaning whenever used in these Zoning Regulations. 2. Words or terms which are not defined within this Uniform Development Manual have their ordinary meaning, as defined by State statute or in a reputable dictionary.
