E. Advanced Construction of Improvements. If approved by the County Governing Body, advanced construction may be used as an alternative method of guaranteeing the installation of streets and related drainage improvements. 1. Advanced construction may be used in rural-type subdivisions only ( as defined in Subdivision Regulations, Section 8-100B). 2. The Subdivider and the County Governing Body must agree on a time limit for advanced construction of streets and related drainage improvements. 3. The Subdivider may request the Governing Body to defer final plat acceptance until an inspection certifies that required improvements have been properly constructed. 4. A maintenance bond for advanced construction improvements may also be required. (See Subdivision Regulations, Section 7-105C.) F. Utilities Guarantee. Before the final plat is accepted, the Subdivider must submit a letter from any utility providers expected to provide services in the subdivision, stating that the Subdivider has made satisfactory arrangements to guarantee installation of their respective services. G. Survey Monuments and Benchmarks. Before the final plat is recorded with the County Register of Deeds, survey monuments and benchmarks must be installed. 1. The installation of survey monuments and benchmarks must be certified on the final plat by a licensed professional surveyor. (See Subdivision Regulations, Section 6-108B17b for Surveyor's Certificate.)

H. At its discretion, the applicable Governing Body may choose to share in the cost of improvements , especially improvements which are oversized to benefit development elsewhere in the community. 1. For urban or rural-type subdivisions in the unincorporated area, the term "applicable Governing Body" refers to the township trustees or County Board of Commissioners. 106 Drawings by Engineer A. Unless a petition has been authorized by the applicable Governing Body or utility providers have guaranteed improvements, the Subdivider must have drawings for proposed required improvements prepared and certified by a licensed engineer registered in Kansas . 1. Both paper and digital copies of the drawings of required improvements must be submitted to the applicable reviewing official, at least 20 days before the date of requested approval. a. The number of paper copies required will be determined by the Subdivision Administrator. b. Provide digital files via USB drive, or by means of File Transfer Protocol (FTP) or similar web based transfer. (1) Provide digital files of all required improvements drawings in a format acceptable to the City. (a) Coordinate system must be NAD 1983 2011

(2) Alternative file formats or transmission media or methods for digital files must be approved by the Subdivision Administrator.
