2. The Applicant must submit Site Plan Approval application documents to the Zoning Administrator for technical review , to confirm that they are complete and meet approved procedures for submittal. 3. When application documents have successfully completed technical review, the Zoning Administrator will schedule the application for preliminary or final review . a. Applicant may choose to present preliminary plans to the SPRC for preliminary review , then present the final plans at a later meeting for final review. b. Development activities with a total project value of $10,000 or more require Site Plan review and approval by the Site Plan Review Committee. c. Development activities with a total project value under $10,000 may seek Site Plan review and approval by the Zoning Administrator . (1) If a property owner receives approval for a project with an estimated total project value under $10,000, and then subsequently seeks approval for another project with an estimated total project value under $10,000, the Zoning Administrator is authorized to require Site Plan Approval by the SPRC. 4. For projects seeking approval from the Site Plan Review Committee, the Zoning Administrator must submit the completed Site Plan Approval application documents to the Committee. a. The SPRC must consider the application for approval or disapproval , with or without conditions, based on the approved review standards. b. The Committee may choose to hear comments from the public; however, the review process is not a public hearing . c. The Site Plan Review Committee has the option to defer or continue a case for reasonable cause.
5. The Zoning Administrator must inform the Applicant of the Committee's decision, and provide the Applicant with a copy of the draft minutes of the Committee meeting in which the decision was made. E. Zoning Administrator Authority and Exceptions. 1. Authority. The Zoning Administrator or their designated representative must have the authority to interpret the language and specifics of a Site Plan Approval application . a. Incomplete applications may be rejected by the Zoning Administrator. b. Additional documentation may be required at the Zoning Administrator's discretion, to determine the project's conformance with the approved Site Plan. 2. Exceptions. a. After the initial plan approval by the Site Plan Review Committee, the Zoning Administrator may approve minor revisions to the plans made necessary by unforeseen circumstances. b. The Site Plan Review Committee may allow exceptions to the strict provisions of the review standards when, in the opinion of the Zoning Administrator, extraordinary conditions exist which the review standards do not address. (1) Extraordinary conditions of topography, existing vegetation, land ownership, site boundaries and dimensions, adjacent development characteristics, or other circumstances may be considered. (2) Any such exceptions must maintain the purposes and intent of the standards, in a manner and to an extent appropriate to the public interest.
