3.1.2 — Intent A. Andover citizens have expressed a clear desire to maintain and enhance the quality of the built environment in their community. In 1997 the Andover City Council established a site plan approval process to ensure quality development, and to increase public participation in the design and physical development of the community. The Site Plan Review Standards in Chapter 3.4 are intended to establish appearance standards for development projects that will enhance the overall attractiveness of the community. Standards apply to those parts of a project which can be seen from public rights-of-way, including exteriors of buildings, accessory structures, signs, parking areas, lighting, and landscaping. When properly implemented, Site Plan Review Standards improve the livability of neighborhoods, enhance the appearance of commercial areas, increase property values, improve relationships between non-compatible land uses, screen undesirable views, and contribute to a positive image for the community.
3.1.3 — Authority and Applicability A. Authority for the Site Plan Review and Approval process may be found in the Zoning Regulations, Section 3-107, including information on Site Plan Review Committee membership and procedures, and site plan review applicability , inspections, assurances, appeals, enforcement, and fees. 1. In the MXN zoning district , Site Plan Review Standards will be applied to projects on a case by case basis.
