3.2.2 — Procedures Overview There are eight steps in the Site Plan Review and Approval process. A. Step 1: Obtain Information. Potential developers obtain information from the Andover Zoning Administrator on the site plan approval process, including Site Plan Review procedures and Review Standards. B. Step 2: Select Review Options. 1. Zoning Administrator Approval or Committee Approval Option . Applicant may choose to seek Site Plan approval by the Zoning Administrator, rather than the SPRC. This option is intended to expedite the process for projects that are very small in scale, or which involve improvements determined largely by zoning requirements. a. The Zoning Administrator Approval option is allowed solely at the discretion of the Zoning Administrator. 2. One-stage or Two-stage Review Process. Applicant may choose a One-stage Review Process, and submit only a Final Application, or may choose a Two-stage Review Process, and submit a Preliminary Application followed by a Final Application. a. The Two-stage Review Process option is intended to allow the Applicant to discuss broad design concepts with the SPRC early in the process, to make sure they are acceptable before proceeding with detailed project design. C. Step 3: Prepare Application. Applicant prepares Site Plan Approval application documents, meeting the application requirements described in Chapter 3.3, and meeting the requirements of the Site Plan Review Standards described in Chapter 3.4.

A. For definitions of terms, see Chapter 2.4 of this Unified Development Manual. B. Within these Site Plan Review Procedures and Standards, the acronym " SPRC " means the Andover Site Plan Review Committee .
