D. Step 4: Technical Review. Applicant submits Site Plan Approval application documents to Zoning Administrator for technical review, to confirm that they are complete and meet approved procedures for application. 1. For projects which are to be reviewed by the SPRC, the application must be submitted to the Zoning Administrator for technical review at least 30 days before the application is scheduled for review by the SPRC at a regular meeting. application will be returned to the Applicant for required changes. Application must be corrected and resubmitted at least 10 days prior to the SPRC meeting at which it is scheduled for review, or be rescheduled for a later SPRC meeting. E. Step 5: Submit Application for Final Review. Once an application has successfully completed technical review, the Zoning Administrator will schedule it for final review. 1. For applications undergoing Zoning Administrator Review , technical review will be followed by final review. 2. For applications to be reviewed by the SPRC , the following process will be followed. a. If in the opinion of the Zoning Administrator the application contains errors or is incomplete , the a. Zoning Administrator circulates copies of application drawings to the Building Official, Fire Marshal and other city staff as deemed necessary, for comments. b. Zoning Administrator prepares a report on the results of the initial technical review of the application drawings, and provides copies of the application and the report to all SPRC members. F. Step 6: The SPRC Meeting Agenda is advertised in the official city newspaper, so the public is aware of pending site plan applications to be reviewed.

G. Step 7: SPRC meets to consider Site Plan Approval applications.

1. Preliminary Review . For applications submitted under a Two-stage Review Process , Applicant first submits a Preliminary Application, followed by a Final Application at a later SPRC meeting. a. Clearly label all preliminary drawings PRELIMINARY . b. For a Preliminary Review, Applicant may submit any sketches or other materials necessary to portray the basic concept for the project. c. The Andover SPRC reviews the Preliminary Application in open meeting (see K.S.A. 75-4317 et seq. and Kansas Open Meetings Act, Guidelines for Committee Use) , and expresses their individual and collective opinions on the project's acceptability. The SPRC will not take formal action, and their comments will not bind them to any specific action at the Final Review. 2. Final Review and Approval or Disapproval. The SPRC considers the Final Application for approval or disapproval, with or without conditions, based on the Site Plan Review Standards in Chapter 3.4. a. The SPRC may choose to hear comments from the Applicant and the public, however the review process is not a public hearing, and they are not required to do so. b. The SPRC may allow exceptions to the strict provisions of the Review Standards when extraordinary conditions exist which the Review Standards do not address. Any such exceptions must maintain the purposes and intent of the Standards. c. At least 4 members of the SPRC must be present to consider an application for approval or disapproval. (1) Approval or disapproval is decided by an affirmative vote of the majority of the members present.
