3.4.1 — Appearance Standards A. Appearance Standards are intended to establish expected levels of quality for those items that affect the physical aspects of Andover's public environment — including the exteriors of buildings and structures, and the design of the site, plantings, signs, street hardware, and miscellaneous other objects that may be observed by the public. B. The Appearance Standards are performance standards , not specific requirements. They identify areas of design judgment to be applied to a proposed project by the SPRC. The application of these standards is on the basis of judgments made by the members of the SPRC as to what constitutes acceptable standards of appearance. C. The Checklist of Site Plan Review Appearance Standards used by City staff and the SPRC as a tool for evaluating the design of a proposed project is available in Chapter 3.5.1. 3.4.2 — Site Planning and Building Design A. Site Planning. The standards in this section apply to ALL projects subject to Site Plan Review and Approval. 1. Design the site to provide for safe pedestrian movement, adequate parking areas, and sufficient landscaping. a. Screen parking areas from view from public ways, using plantings, berms, building wall extensions, decorative elements, or other means. 2. Connections. Provide attractive landscape or hardscape transitions to adjoining properties, and interconnect the project with the public streetscape. 3. I nstall utility services underground when installing new utility services, or revising existing services during exterior alterations.

3.4 — Site Plan Review Standards The Site Plan Review Committee (SPRC) uses the standards in this chapter when reviewing a submitted Site Plan. The SPRC examines such issues as the compatibility of new development to surrounding property and neighborhoods, the quality of a proposed building design, and aesthetic impacts.
