4. Design miscellaneous structures and street hardware to be in harmony with the architectural concept of the buildings, site, and neighborhood, with attractive proportions and good scale, and compatible materials and colors. 5. Incorporate provisions for efficient maintenance in the building and site design. a. Select materials and finishes for durability, as well as appearance. b. Incorporate measures for protection against the elements, neglect, damage, and abuse. c. Avoid configurations that tend to catch and accumulate debris. d. Incorporate outside hose bibs, hydrants, or quick- couplers where needed, to allow for efficient cleaning of buildings and paved areas. 6. Incorporate provisions for drainage. (See City of Andover Stormwater Management Regulations in Chapter 4.1.) B. Building Design. The standards in this section apply to ALL building projects subject to Site Plan Review and Approval. 1. The architectural style of buildings is not restricted. A building's appearance is evaluated based on its quality of design and relationship to its surroundings. 2. Make sure buildings have good scale, and are in harmony with permanent neighboring development. a. Provide harmony in texture, lines, and masses. b. Make the height and scale of each building compatible with its site, and with existing or anticipated adjoining buildings. c. Make new or renovated buildings compatible with adjacent buildings of different architectural styles, using screens, sight breaks, and materials selections.

3. Avoid monotony of design in both single and multiple building projects. Vary details, form, and siting to provide visual interest. 4. Building components , such as windows, doors, eaves, and parapets, must have good proportions and relationships to one another. 5. Select high quality materials that are durable, and suitable for the design and building type where they are used. a. Materials visible from public ways, including structural elements, must have good architectural character, and be harmonious with adjoining buildings. 6. Select colors, including accent colors, that are harmonious, and compatible with each other and with surroundings. 3.4.3 — Landscaping, Irrigation, and Maintenance A. The standards in this section apply to ALL landscaping projects subject to Site Plan Review and Approval. 1. These standards apply to all landscape elements on a site visible from public ways, other than buildings and utility structures. Landscape elements include all plants, ground forms, and water features. B. General Landscaping . 1. Preserve existing grades where they contribute to the beauty and utility of a development. Modify grades as necessary to contribute to proper drainage, screening, function, or good appearance. 2. Design all landscaping and screening to meet the requirements of the VEHICLE ACCESS VISION TRIANGLE and the VISION TRIANGLE . a. Restrict shrubs to 33 inches in height within all Vision Triangles.
