B. Landscape Area Requirements. 1. The intent of landscape areas in street yards is to provide shade, visually soften the masses of buildings, screen parking areas, and produce a pleasing appearance. 2. Bring soil surface at the sidewalk or back of curb in street yard landscape areas to a smooth finished grade. 3. Decorative paved surfaces (such as brick or concrete pavers, stamped concrete or colored concrete) within a street yard landscape area may be credited to a maximum of 45% of street yard landscape area .
4. Locate trees in planter areas of sufficient size to accommodate the growth of the trees, and designed to prevent damage to the trees by vehicles. a. A minimum of 25 square feet of permeable ground surface area per tree is recommended. 5. Do not locate required trees or shrubs in adjacent public rights-of-way, unless no conflicts exist with utilities, and plant locations are approved by the Zoning Administrator. a. Under no circumstances can conifer trees be located in public rights-of-way. D. Visibility Standards for Landscaped Street Yards. 1. Within a street intersection's V ision Triangle , locate and maintain shrubs, walls and fences at a maximum of 33 inches in height. (See definition of VISION TRIANGLE.) 3. Vehicle Access Vision Triangles are located along driveways on private property, at the property line adjacent to a street or alley. Within a vehicle access vision triangle, shrubs, walls and fences which are 25% or more opaque in design must extend no more than 3 feet above finish grade . (See definition of VEHICLE ACCESS VISION TRIANGLE.)
a. Non-decorative paving, such as asphalt or standard exterior concrete slab, does not count as landscape area.
C. Required Trees and Plants: Calculate 3 shade trees for every 1000 square feet of required street yard landscape area , and round up to the nearest whole number of trees. 1. Ornamental trees may be substituted for required shade trees, at the rate of 2 ornamental trees for 1 required shade tree . 2. Shrubs may be substituted for up to 1/3 of the required trees, at the rate of 10 shrubs for 1 required shade tree or 5 shrubs for 1 ornamental tree . a. Substitute shrubs must be at least 2 feet in height at maturity. b. Shrubs required for parking lot screening may not be counted as substitute shrubs for required shade trees. 3. Required trees may be clustered rather than spaced evenly. Maintain adequate distance between individual trees as follows: a. Shade trees — minimum 25 feet apart. b. Ornamental trees — minimum 15 feet apart.
