1. Landscaping must not interfere with function, safety, or accessibility of any utility a. Maximum 8" mature height within 3' of a fire hydrant, traffic sign, traffic signal or utility structure 2. Landscaping must not conflict with traffic visibility requirements. a. Landscaping in a State Highway right-of-way must be approved by the District Engineer 3. No walls in utility easements or street right-of-way, except wall segments on column footings may be permitted across easements if determined appropriate by City Engineer 4. Berms, irrigation systems, street furniture, or similar landscape features may be in public right-of-way, provided there is adequate room, and at discretion of SPRC

Site Plan Review Checklist — LANDSCAPING IN STREET YARDS (3.4.7)
1. Calculations show required minimum amount of Landscape Area for Street Yard a. Lot with frontage on one public street: Find lot depth in table, then multiply associated lot depth factor by lot's street frontage in feet, to calculate minimum required SF of landscape area b. Lot with frontage on 2 or more public streets: Take sum of the street frontages, subtract greatest perpendicular distance between the property line abutting a street and a major street wall line; multiply result by lot depth factor from table, to calculate minimum SF of required landscape area ( OPTION : Calculate each frontage separately, then add results together; if total is smaller than the average lot depth calculation, the smaller area may be used; typically best for long narrow lots) c. On street frontages of multiple-frontage lots , required landscaped street yard area does not have to be equally distributed, and each street yard should have a minimum of 20% of the total required landscaping 2. Landscape Area Requirements a. Provide shade, visually soften building masses, screen parking areas, & produce a pleasing appearance b. Bring soil surface to a smooth finished grade at sidewalk & back of curb c. Decorative paved surfaces (brick or concrete pavers, stamped concrete or colored concrete) within a street yard landscape area may be credited to a maximum of 45% of street yard landscape area ; non- decorative paving, such as asphalt or standard exterior concrete slab, does not count as landscape area
