D. Location. 1. A Food Truck must be parked and stationary while vending . a. When vending in a public right-of-way which is not closed for a City-permitted community event, a Food Truck must be legally parked , and must not sell any food to any person standing in the street . 2. Obstruction. Unless operating on a street closed for a City-permitted community event, a Food Truck must not park or vend where signs, customer lines, associated seating or tables, or any other aspect of operation would: a. Hinder vehicle or pedestrian traffic, or reduce an accessible route to less than 5 feet in width. b. Obstruct driveway or other access to any property. 3. Proximity. a. To Restaurant. A Food Truck must not operate on public property within 150 feet of the front door of any restaurant which is open for business, unless authorized in writing by the owner or manager of the restaurant. b. To Residential Property: A Food Truck must not operate on public or private property within 150 feet of the boundary of any residential property, unless authorized in writing by the residential property's owner and occupant. c. To Community Event. A Food Truck must not operate on public property within 500 feet of the boundary of a City-permitted community event during event hours, unless authorized in writing by the event promoter. d. To Schools. A Food Truck must not operate on public property within 500 feet of the boundary of a public school, unless authorized in writing by the school administrator.

4. Location When Not in Use . When not in use, a Food Truck must be parked or stored in compliance with all ordinances and regulations of the City of Andover. a. A Food Truck must not be parked on a public right-of-way overnight. 5. Written Permission . a. A Food Truck operating on private property or on public property other than right-of-way , must have written permission for the Food Truck's location and use, from the property owner, manager, tenant or other person in charge of the property. b. A Food Truck operating on property owned by the City of Andover must have written permission from the Governing Body. E. Zoning. 1. Food Trucks are prohibited from vending in residential zoning districts, except when they are part of a City-permitted community event. (See Zoning Regulations, Section 7-102C4, for Community Events as Temporary Use.) 2. Food Trucks are p ermitted to vend in all business & industrial zones, with restrictions.
