L’affidavit signé par M. Desjardins men- tionne les noms de cinq membres du conseil: Guy Félio, Diane Choinière, René Campeau, André Henrie et Marcel Guibord. Il mentionne également une enquête actu- ellement en cour par l’Unité de lutte con- tre l’escroquerie de la Police provinciale de l’Ontario. «Nous cinq avons catégoriquement nié toutes ces allégations et accusations qui ressemblent davantage à des ouï-dire et des commérages que des faits et la réalité», a déclaré M. As a result the mayor removed the councillor for Ward Six of all his committee responsibilities for council. Desjardins will no longer sit on the plan- ning advisory committee, the environmen- tal committee or serve as vice-chairman for the administrative committee. Coun. Diane Choinière will take his place on planning and Coun. Guy Félio will become the ad- ministrative committee’s vice-chairman. In his affidavit, Desjardins stated Serrurier was not in a conflict of interest as his son held just a minor position in the company. Desjardins indicated the charge was an at- tempt at embarrassing senior members of council who were part of the former admin- istration of then-mayor Richard Lalonde. Missing person case now becomes homicide matter

She has two tat- toos: a front and rear rat paw on her right shoulder, and the Sagittarius zodiac sign on her inside left wrist. When last seen she was driving a gold- or beige-coloured Chrysler Sebring with the personalized licence plate, RPGGIRL. Her car has three decals on the rear. One is a “Support the Soldiers” decal while another is an “I Love My Soldier” decal. A third is de- scribed as a “Cthulhu fish” decal which may relate to an interest in the fantasy/horror fiction of H.P. Lovecraft. The Alfred-Plantagenet Township Fire Department sent a truck and crew out to deal with the fire. Police examined the boat. The cushion seat had burned but there did not seem to be any other damage. So far no one has claimed the boat and the actual cause of the fire is unknown. Police have in their impound yard a 14- foot aluminum boat, late 1970s or early 1980s model, with lots of caulking on the hull exterior. OTTAWA | Police investigation of a miss- ing person case continues. But now it is classed as a homicide. Ottawa Police Services (OPS) issued a news release following a post-mortem ex- amination of a body found Sunday morning in a ravine near the South Keys Shopping Centre on Bank Street. Police confirm the body is that of Melissa Kelly Richmond, 28, who was reported missing since July 24. Richmond was a resident of the Win- chester area and had not been heard from since late in the evening of the day when she got in her car planning to go for a short drive. The family contacted the OPP and a Facebook page, Help Us Find Melissa Rich- mond, was set up to collect information, publicize her disappearance, and also help coordinate local search efforts within the region.
Her car was found Saturday evening in the shopping centre parking lot near a Kelsey’s Restaurant. Police returned to the site the following morning and after searching the area found her body in a nearby ravine. Both the OPS Major Crimes Unit and the OPP Criminal Investigation Branch are now doing a joint investigation into her death. No suspects are reported at present. ROCKLAND | La communauté canine de Clarence-Rockland a désormais son propre parc. C’est le 23 juillet qu’avait lieu l’ouverture officielle du parc pour chien sans laisse. «Comme résident, vous avez identifié un besoin et vous avez fait preuve de lea- dership et d’engagement communautaire dans ce projet de création d’un parc», a affirmé Bernard Payer, conseiller municipal. Le parc est situé à l’intersection de la rue St-Jean et de la Montée Poupart. S’éten- dant sur environ trois acres, le parc est en- touré d’une clôture et offre un petit sentier vert. Des tables de pique-nique ont été ins- tallées de même qu’un distributeur de sacs pour les besoins. «Nous voici maintenant, 18 mois après avoir lancé l’idée. Grâce a un travail acharné, la persévérance et une bonne bataille, nous y sommes arrivés», a affirmé Donna Wal- sworth, présidente du comité pour le parc de chien sans laisse. «Les parcs pour chien sans laisse sont aujourd’hui une nécessité surtout dans les milieux urbains ou les espaces des cours arrières sont restreints, a confié pour sa part Thérèse Lefaivre, directrice des ser- vices communautaires. Ce parc donnera la chance autant aux humains qu’aux canins de socialiser et de s’exercer avec leur amis.»

Bien qu’il soit maintenant accessible, le parc requiert toujours des appuis afin de financer l’achèvement de l’aménagement paysager qui comprend notamment la se- mence de gazon. Le terrain a été prêté par le promoteur Brigil Construction pour une période de 5 à 6 ans. «C’est un travail à achever, a confié Mme Walsworth. Mais on peut au moins dire que nos amis poilus ont un endroit à eux.»

ORLÉANS | If Stephen Blais has his way then herbicide is the City of Ottawa’s solu- tion to the growing problem of wild pars- nip in the National Capital Region. Cumberland Ward’s representative and his fellow Ottawa councillor Scott Moffatt want Ottawa city staff to look into using herbicide to combat the growing infesta- tion of wild parsnip in roadside ditches, city parks, and onto private properties. They say it is a health and safety matter. Wild parsnip is an invasive species of weed. While the root is edible, the plant’s stem contains a caustic sap that can cause chemical burns on skin and potential blind- ness if it gets in a person’s eyes. Using a mower of any sort to cut down wild parsnip growth creates a risk of flying sap droplets for city workers or anyone else not wearing

The case has been before the court for several years now with postponements and reschedulings. “There’s always some obstacle coming up,” Gatien said, adding the next hearing session before a civil court justice may be this fall. ROCKLAND | Contrary to rumour the law- suit between Daniel Gatien and Stéphane J. Lalonde is still on the court docket. Gatien has filed a slander suit against Lalonde relating to articles that were pub- lished in Les Mousquetaires, the bi-weekly journal that Lalonde co-edited and co-pub- lished for two years prior to the November 2010 municipal election. The articles were written during the time that Gatien was chief administrative officer (CAO) for the City of Clarence-Rockland and focused on his actions in the position. “It (lawsuit) is still ongoing,” Gatien said

OPPDeputy Commissioner Larry Beechey, provincial commander for traffic safety and operational support, stated that both his officers and other metro police forces will make a point of enforcing Ontario’s new Move Over Law. “Since 1989 we have lost five OPP officers who were tending to their duties on the side of the road when they were killed by approaching vehicles,” stated Dep-Comm. Beechey, “and many of our emergency part- ners have also died at the hands of careless drivers in the same situation.” The Move Over Law demands motorists slow down and pass with caution when ap- proaching a parked police car, ambulance, fire truck, or highway rescue van which has its flashing lights on. If the situation is on a multi-lane highway, then all motorists must shift over to the next farthest lane to pass by. The regulation also requires motorists to pull over out of the way of any emergency vehicle approaching with lights flashing and siren blaring. The provincial government approved the Move Over Law in 2003 and allowed a 10-year “grace period” for police and other emergency personnel to promote public awareness of the new regulation. This grace period included an option for police to let offenders off with a warning if they be- lieved it justified. The grace period is over now and the pen- alties for ignoring the Move Over Law rule take effect. That means fines ranging from $400 to $1200 and three demerits on a driv- ing licence for convictions. Russell County OPP are making a point of pulling in boaters who don’t understand the rules of safety on local rivers and streams. Over the July 27 weekend marine patrols along the Nation and Castor rivers in the county resulted in five charges under the Canada Shipping Act against boat owners for not having lifejackets, no fire extinguish- ers on board, or operating a boat without a valid marine competency card. Police also charged one operator with being impaired while in care and control of a board, and an- other for having open liquor on board. The OPP reminds boaters that they must meet all provincial and federal safety regu- lations when operating their vessels and that the same rules and penalties involv- ing alcohol and driving under the Canada Criminal Code also apply to boating. Police throughout Eastern Ontario and other parts of the province are preparing their own August long weekend schedules before the start of the Friday traffic rush. Besides the usual focus on impaired driv- ers, speeders, tailgaters, and other four- wheeled traffic hazards, police will also be paying special attention to drivers who re- fuse to move out of the way of emergency vehicles rushing out on calls or shift over to another lane to avoid a parked police patrol

Ce vo- let, par ailleurs très populaire, attire chaque année un nombre croissant de visiteurs: 5000 lors de la première édition, 7000 à la deuxième et 9000 l’an dernier. Le plaisir de découvrir et déguster ce riche terroir est manifestement contagieux. Produits frais, produits transformés, vins, bières artisanales, liqueurs aux fins arômes, charcuteries, viandes d’élevage spécialisé, fromages, pestos savoureux, chocolats, crèmes glacées, confitures et tant d’autres choses qui mettront l’eau à la bouche tout en offrant aux artisans une vitrine excep- tionnelle. Diane Clément, présidente de la Table de concertation agroalimentaire de l’Outaouais et elle-même productrice, est catégorique que la Foire Gourmande est une activité des plus profitables en termes de vente et de promotion. «Un projet structurant et rassem- bleur qui est déjà, après trois ans, le principal événement dédié à la promotion des entre- prises agroalimentaires d’ici.» Sur les deux rives, le projet suscite l’inté- rêt de la classe politique qui se réjouit de l’impact positif pour le développement régional. Les retombées économiques de l’an dernier sont évaluées à 1,5 M$ pour le côté ontarien seulement. Les agences res- ponsables du développement économique et touristique comme les ministères concer- nés par la vitalité du secteur agroalimen- taire sont également partenaires de cette
grande aventure. Il y avait d’ailleurs plusieurs de leurs représentants lors du lancement de la pro- grammation, mardi matin à Lefaivre. La mascotte, Chef My- lana, a fait son entrée dans l’histoire de l’événement à cette

LEFAIVRE | Trois fois plutôt qu’une, la Foire gourmande Outaouais-Est ontarien revi- ent en formule allongée, du 23 au 25 août prochain. Ainsi, l’événement qui jusqu’ici se dérou- lait le temps d’une journée, propose cette année trois journées d’activités pour sa quatrième édition qui se tiendra sur les sites habituels de Lefaivre et Montebello. Un service de navette entre les deux rives permettra encore au public d’apprécier le savoir-faire des artisans de l’agroalimen- taire du Québec et de l’Ontario, la journée du dimanche. «Ce sont les gens qui nous le deman- daient», explique Carole Lavigne, prési- dente du Réseau Agroalimentaire de l’Est ontarien, organisme en charge de l’événe- ment avec la Table de concertation agroali- mentaire de l’Outaouais et plusieurs parte- naires majeurs. Selon les organisateurs, la nouvelle for- mule répond sans aucun doute à un vœu exprimé par un large public qui pourra pro- fiter de l’événement selon son envie: soirée méchoui le vendredi; journée BBQ du terroir le samedi avec ateliers culinaires et sessions d’information assorties d’une panoplie d’activités familiales; journée dégustation le dimanche en présence d’une soixantaine
