Highway expansion study gets rolling now

while the United Counties of Prescott-Rus- sell (UCPR), in partnership with the City of Ottawa, are taking charge of it and hired AECOM, an engineering consultant firm, to do the study. Val McGirr, AECOM project manager, indicated her people are eager to begin both the field work collection of data and meet with residents and stakeholder groups for details on issues and concerns. “It’s always fascinating to hear what peo- ple have to say,”McGirr said during a Nov. 5 phone interview. “We’re looking forward to getting out to the public.” The EA is expected to take 30 months to complete before the final report is ready to present to the UCPR, Ottawa, and the pro- vincial and federal governments. McGirr

noted that the length of time required for the EA is because of the size of the pro- posed expansion project. It covers the sec- tion of highway from the Landry Road inter- section with County Road 17 in Rockland to intersection of Highway 174 in Orléans with Highway 417. “This is a big study,”McGirr said. “We want to make sure everything is covered.” Issues covered in the EA include current and future traffic needs along the highway corridor, safety concerns, environmental, residential, social and economic impacts of a highway expansion. Angela Taylor, senior project engineer for the City of Ottawa, noted that the scope of the study has also expanded to include considering a variety of options for deal- ing with traffic concerns for the section of Highway 174 located at The Split, the area located between the Trim Road and High- way 417 intersections. She emphasized that the city wants to hear from both local and

out-of-town commuters who use that route and also residents and business owners in the Orléans area who may be affected by changes to the highway. “Public consultation is a key component of the EA,”Taylor said. The EA will take place in three stages with three open houses scheduled during each stage in Orléans, Cumberland and Rockland. Dates and locations for the open houses will be announced at a later time. A project website is set up at www.ottawa.ca/ hwy174-17study and will have a comments feature for anyone unable to attend the open houses. Interested individuals and groups are also urged to email their comments and briefs to AECOM, the UCPR, and City of Ottawa.
