The latter is a result of factoring in the local impact of the United Counties of Prescott-Russell’s (UCPR) own budget and property tax rate setup for this year along with the final assessment figures from the Ontario Municipal Property Assessment Corp. (MPAC). Since Russell Township now approves its annual budget at the end of the year rather than the beginning, standard procedure

is to use the previous year’s MPAC figures to estimate potential community growth. Finance department staff try to be conservative with their estimates until the updated MPAC figures are received. The 2014 budget approved features a 2.48 per cent tax increase with the municipal levy. Landry noted that the updated MPAC figures on property assessments indicate her department underestimated local residential and commercial growth for the past year. That the zero-per cent UCRP budget tax rate factored in to staff’s own calculations show that Russell Township’s 2014 budget already has a $41,200 surplus . Council approved administration’s recommendation to put the small surplus towards reducing the loan taken out for completion of the new Embrun fire station. The property tax rate resolution will come up for approval on May 20.

Probation breach The first day of the month found police answering a call about a loud argument at a residence on Route 500 in Casselman. One of the two youths involved in the dispute later found himself charged with breach of his probation order. While at the scene, the officers noticed some illegal drugs present on the pre- mises. One of the youths was under a ju- dicial release order and one of the condi- tions was for him to not have any drugs in his possession. The 17-year-old now has to attend pro- vincial youth court in L’Orignal on June 18 on a the charge of failure to comply with an undertaking. Boating safety notice The last bit of ice is gone at last in lakes and streams throughout Eastern Ontario. The OPP have a few words of advice to local boaters eager to get their craft back in the water. Check that all safety gear, including lifejackets and emergency signal equip- ment, is in good working condition. All on-board fire extinguishers should go through a routine maintenance check, with either replacement or refilling as needed. Replace batteries in flashlights, ship’s radio, and any other battery-opera- ted equipment. Everyone in a boat should wear a life- jacket, even at the dock. Navigation lights and running lights for boating during dusk and dawn or late evening should be checked for working order. Impaired boating is a Criminal Code offence with the same penalties as for impaired driving. Transport Canada has a Safe Boating Guide available or more information is available online at www. boatingsafety.gc.ca. The United Counties of Prescott-Russell (UCPR) will help share in the cost of moni- toring and protecting drinking water sources in Eastern Ontario. The counties council gave unanimous approval to a request from the Eastern On- tario Water Resources Committee (EOWRC) for a $50,000 contribution this year to the group’s various projects and programs aimed at protecting surface water sources and also improving public awareness of surface water sources that supply drinking water through either municipal systems or private wells.
