PERSON SPECIFICATION

Education Essential: • Degree in mechanical or electrical building engineering services, or HNC/HND or appropriate professional qualification

Knowledge Essential: • In-depth knowledge of statutory and regulatory requirements governing building services. • In-depth knowledge of construction Health and Safety legislation • A thorough knowledge of the strategic planning of infrastructure engineering Services • A thorough knowledge of engineering building services Skills & Abilities: Essential: • Ability to make decisions on major strategic issues and those that have a significant financial implication for the College • Able to lead a team of construction professionals i.e. engineers, architects, cost consultants, project managers. • Able to build, develop and motivate a team of engineers and associated support staff • Confident user of computer software packages at intermediate level, including Microsoft Office products. • Excellent spoken and written communication skills. Communication skills are paramount in this role as is the need to be able to communicate with many different stakeholders, exercise and convey personal authority and prepare clear, concise verbal and written reports • Ability to engage with internal and external stakeholders, gain their confidence and persuade them to cooperate with initiatives where required. • Ability to analyse large amounts of data from a range of sources, drawing conclusions and presenting them in a clear and concise format

Experience Essential:

• A senior professional with high-level expertise of managing the installation, or operation, of a major site wide engineering services infrastructure • Experience negotiating with statutory service providers to secure the required services for new buildings at scale • Experience in evaluating legal agreements commonly associated with the delivery of statutory utilities and managing the processing of the agreements to completion • Experience of managing the expectations of a number of different client groups, each with varying requirements Desirable: • Substantial experience in a leading role in the mechanical electrical engineering building services field • Leading strategy development and its subsequent implementation • Experience of managing multi-services projects and leading professional teams • Experience in the application of industry standard environmental assessment methodologies • Experience in the application of sustainability principles to the design of building engineering services
