Main Duties & Responsibilities

To lead on the development of the master planning and infrastructure strategies, as part of the development of the Estates Strategy for the University, supporting and enhancing the University’s growth and reputation through the imaginative development of the Estate. To develop and implement the strategic management and co-ordination of major project activities across a large scale investment programme, working closely with key stakeholders, the academic community, central professional services, student representatives, business and NHS partners, developers, other statutory local stakeholders and planning authorities. To develop the “Queen Mary Way” Project Management standard operating procedures with regard to how projects are conceived, developed, controlled, delivered and successfully brought into productive operational use. To deliver robust processes and procedures consistent with the standing financial instructions of the University and principles of a sound project management methodology and project governance processes for all capital projects/programmes. To develop Project team capability, confidence and capacity in order to respond at quality and pace to the demands of the University core business. To implement Design Team and Contractor Frameworks that will enable over £500m of development to be delivered in 10 years. To be responsible for post occupancy evaluations of completed projects. Plan for and implement effective methods of delivering design and construction services to achieve value for money and excellence in design. To build relationships with local authorities, liaising in relation to Planning Authority’s local plans, Supplementary Planning Documents and the like. To contribute to the overall development of the University Estate and represent the University at both internal and external committees and meetings. To promote and communicate the benefits and impact of major projects to the University community, neighbours, and statutory authorities, presenting projects both outside and inside the University as appropriate. Overseeing and monitoring role on third party developments where the University is likely to be a leaseholder, tenant or provider of service. To deliver the University’s multi-million-pound programme of Capital Projects to agreed quality, time, and budget constraints. To ensure the service delivered by the Capital Project team is highly customer focused and through their imaginative development of the University Estate, promote and enhance the University’s reputation. To lead on the development and preparation of robust, fit for purpose briefs for capital projects.
