Property assessment reviews are in the mail

Homeowners in the Prescott-Russell area should see a letter about their property values in themail thismonth. Whether the letter contains good news or bad news will depend on the calculations of the provin- cial assessment authority. Officials from the Municipal Property Assessment Corp. (MPAC) met with the United Counties of Prescott-Russell council (UCPR) on April 13, to explain the results of the latest reassessment review of private properties throughout Ontario. Joyce Gravelle, MPAC account manager for Zone 6, Julie Brisebois, account support coordinator, and other MPAC officials have beenmaking the rounds of local government agencies in the Five Counties region and councils for Ottawa, Cornwall, Brockville, and Kingston, which are all located within the Zone 6 assessment area. “Right now the focus is on residential (assessment notices),” said Gravelle, adding that notices for farmland holders and owners of business and apartment/condo properties will get their assessment evaluation notices later in the fall. Gravelle also noted that MPAC has de- vised a new simplified assessment result form that should bemore user-friendly.The information should be in easy-to-unders- tand language, including instructions on

how to ask MPAC for a review of its assess- ment on a particular property. Landholders in Prescott-Russell who di- sagree with or have questions about MPAC’s value assessment of their property have until August 9 to ask for a Request for Reconsi- deration (RfR). The aim, Gravelle said, is to have all questions and complaints about property assessments cleared before the final assessment rolls are sent to municipalities,
later in the year, in advance of their own annual budget planning reviews. “So there are no surprises later,” Gravelle said, smiling. “I can recall frommy own days on (municipal) council that you don’t want any surprises.” Gravelle noted in her verbal report on MPAC’s assessment review that for the Zone 6 property market, residential properties have seen an average increase of five per
cent during the period from Jan. 1st, 2012 to Jan. 1st, 2016.That value increase applies to the region altogether. Individual properties may have gone up or down in value or stayed the same, depending on a variety of factors MPAC uses when it calculates assessments during a review period. Such factors include the general neighbourhood where a property is located, or whether or not the owner has made any improvements.
