Another member of council was also absent from the first part of the closed-door meeting because he disagreed with how the matter of the ombudsman's letter and report was being handled. Coun. Raymond Serrurier of Ward 4 made good on an earlier promise to refuse to take part in the huis clos when the mayor presented the ombudsman documents to the rest of council in the presence of the city's lawyer, who would also provide com- ment and advice about the contents of the letter and the report. "The ombudsman report is a public do- cument," said Coun. Serrurier, while waiting outside in the main council chamber. "The lawyer could have given us his recommendations right here in the open meeting." Huis clos sessions are restricted to matters dealing with personnel, finance, land acquisition for the city, and reports or advice dealing with legal matters. Serrurier does not believe the ombuds- man document qualifies as a huis clos item. It is a result of the ombudsman office's

The new rider fees are scheduled to take effect the start of April. Council has set a deadline for the consultant to have the study finished before the end of March. Primary points council wants the study to address include: ridership numbers, reasons why people do use the public tran- sit, what kind of service improvements they would like to see, and how the city could better market CRTranspo and also find other sources of revenue from the transit system through use of ad space on buses, kiosks and other means. The city contracts with Leduc Bus Lines for operation of CRTranspo, which links all the communities in Clarence-Rockland and also provides regular runs to Orléans-Ot- tawa with connections to OCTranspo. Community backlash through reports in regional daily newspapers, radio and televison on the CRTranspo fee rate prompted Leduc Bus Lines management to explain to media that it does not set the monthly user fees for CRTranspo. The company charges the user fees that the municipality sets.for the service.
investigation of complaints filed last year about how some members of council have handled certain procedural matters. "There's no litigation involved," Serru- rier said. "No contracts. There may be content (in the report) that some council members want contested." Serrurier was summoned into the in- camera session after about half an hour once the rest of council was finished with the ombudsman document. All of council later emerged from behind closed doors and the mayor then announced that no decision was reached on either the om- budsman report or the litigation matter involving Chamberland Crossing. During a later interview following the close of council, Mayor Guibord said that the ombudsman letter and report are still under review by the city's legal counsel. "It will be released to the public," he said. "We have to wait until we get a legal advisory." Asked when the letter and report might be made public, the mayor indicated before the end of the month may be possible. "We expect that will be (later) this week," Guibord said. "Or the beginning of next week."

A backlash from unhappy riders protesting a big hike in the monthly rates for CRTranspo has prompted Clarence- Rockland council to hire a consultant to do a user-needs study on the municipal transit service. Mayor Marcel Guibord made the pro- mise during a public meeting on Feb. 8 during which council members reviewed department reports on proposed user rate increases for sports field rentals in the city, the municipal daycare service, and CRTranspo. All of the user fee increases are meant to deal with increased maintenance costs for the services, and reduce the city's own subsidies for the municipal daycare and transit programs. Council faced a small horde of angry protesters against the transit rate increase proposed. Besides placard-waving picketers who planted their signs in the snow bank outside of council chamber while the public meeting was in session, council also received a 400-signature petition from riders who declared they
