A relentless focus on delivery is required to unlock the key infrastructure challenges holding back economic growth, according to CEF. Speaking at the NI Construction Dinner 2026, CEF Chief Executive Mark Spence said the absence of an independent infrastructure commission, 10-year investment strategy and agreed multi- year capital budget is preventing progress. “It is a failure of political decision making,” said Mark. “Our industry stands ready - not just to build projects, but to help shape the solutions that move us beyond the current constraints.” CEF’s funding proposal for NI Water, developed alongside NI Chamber and the Federation of Housing Associations, is to bring forward an Infrastructure Levy which would help move 55,000 homes from planning into construction, he said. During her keynote speech, the infrastructure minister announced the introduction of developer contributions for wastewater infrastructure. Welcoming any removal of barriers to upgrading NI Water assets, CEF believes developer contributions alone will not, however, address the scale of the funding challenge.
