Strategic Financing • Lead the provision of professional financial and commercial advice in relation to new and existing capital development activities of the Trust • Develop and implement realistic budgets for the technical and project management aspects of the Trust’s capital development strategy, to ensure that sufficient and appropriate resources are allocated to timely delivery. • Lead on best practice models for financial reporting of capital and investment strategy programmes. • Communicate difficult or sensitive messages on financing capital developments across the Trust, and with partner organisations across the ICS and beyond, where significant barriers to understanding and acceptance exist. • Lead the financial appraisal of new business cases, make recommendations for improvements, and strategic recommendations for adoption by the Trust Executive. Investment portfolio • Lead Trust-wide governance across the three major capital programme areas (estates, DTi, medical equipment). • Provide expert specialist technical and professional financial advice and support to the Trust-wide Investment Portfolio Board and Board sub-committees, including the Estate Development Advisory Board and the Estates Committee. • Through expert leadership, ensure the effectiveness and efficiency of the Investment Portfolio Board and the Estates Committee. Financial Management • Provide strategic financial leadership, advice and governance in support of the Trust- wide master programme for estate development. • Responsible for overall budget setting for the Investment Portfolio, Integrated Programme, Governance and Finance teams. • Ensure that services are delivered so as to achieve value for money and meet all financial targets. • Ensure all staff comply with the Trust’s financial standing orders and financial procedures. • Design, develop and embed a rigorous approach to benefits realisation in relation to change or business development programmes, particularly those that are investment-led.
