Job Description

Principal Accountabilities:

1. Provide effective leadership in the development of the estate and a professional project management service required to ensure all projects irrespective of size and value are efficiently delivered; controlling all quality, programming and project finances to ensure each project is on time, within budget and meets the agreed specification. The duties include commissioning surveys and design, procurement and management of contractors and consultants; development of tenders; ensuring effective and efficient contract administration, site inspection and cost control. 2. Generate and regularly review the long term maintenance and other refurbishment and development plans required to maintain the estate in collaboration with other members of the Estates team. With the Director of Estates and Facilities Services, generate and gain funding approval for an annual programme of works.

3. Provide a range of strategic and operational reports required to m onitor and manage the services, inform strategic planning and report outcomes.

Hours of Work: Full-time

Responsible to: Director of Estates and Facilities Services

4. Manage both project and devolved budgets, adhering to financial and procurement regulations.

5. Lead and manage the project team ensuring a competent professional service is provided at all times, undertaking staff appraisals and development reviews, ensuring opportunities for continuing professional development are available. 6. Work closely with the Director of Estates and Facilities and the senior team to develop and maintain all the business processes, policies, standards, guidelines and best practice applicable to project service delivery ensuring these are always up to date and consistently applied. Maintain comprehensive records for all projects and commissioned studies relating to the estate including a database of drawings and Building Information Management models. 7. Work collaboratively with other members of the Estates and Facilities senior team to ensure all campuses operate effectively and sustainably, providing a high quality, safe environment for campus users. 8. Respond to emergencies and unplanned events that affect Estates and Facilities services both within and outside normal working hours, as required, and be a member of the disaster recovery team. 10. As a senior member of the Estates team, ensure health and safety is consistently maintained, and all practices comply with current, relevant legislation. Develop and maintain robust monitoring and audit processes within all areas of responsibility. 11. Build relationships with colleagues in order to achieve objectives and resolve operational problems to ensure project targets are achieved and promote the strategic aims of our University. 12. Undertake customer surveys including post occupancy surveys. Carry out periodic benchmarking and market testing to ensure all services provide good value for money and are cost effective. Use and develop as needed, appropriate metrics to evaluate performance of both the services and the estate in relation to construction and refurbishment of buildings. 9. Represent Estates and Facilities on internal and external committees and working groups, as required, acting as chair and deputising for the Director where appropriate.

To provide leadership in the management and delivery of all projects including maintenance of existing assets. •

13. Promote and implement all relevant equality and diversity statutory requirements within our University.

14. Actively develop professional expertise and knowledge that will benefit the design and refurbishment of the estate to meet changing requirements within the Higher Education sector and achieve the corporate strategy.

15. Be willing to travel between campuses to carry out the duties required within the role

16. Such other duties temporarily or on a continuing basis, as may reasonably be required, commensurate with your grade.
